They have had high emigration rates since the early 1990s. A large contingent left over thirty years ago, so those people haven't produced all the twenty and thirty something children that would be having their own children right now. Ongoing corruption, economic stagnation and this war haven't helped.
FWIW, parts of Lithuania have had massive population depletion as well due to people leaving.
